Just to speculate, judging by the size, scout type are usually around 50$ each. So this one will probably be about half versus the TFC version. As of this point, my interest in the tfc version goes away with more new on this version. This one is all complete where as the tfc version has yet to show the prototypes of the last two constructicons.

well since this Dev version will be in a scout size, it will go nicely with Bruticus and Superion. i doubt we will see this figure over the $250+ range. as for the other from TFC, they need to do something drastic for there pruduct(perhaps reducing a it the price can make it much better).
For sure MT version suit well with combiners FP upgraded because of design, edges sharpness, details... These indicate MT is "under FP protection", means this Devy could be a FP production they couldn't manage, because of ton of works (the core website, Causalities and "Motormasters" productions, maybe-glacialbots and perhaps crossfire set III)... They probably gave this baby to MT. Or it's a way to separate productions to not put themselves in a Hasbro "copyright danger red zone" by beeing a company with a lot of non-licenced products?
^ Well, as long as MT is able to integrate the additional bits (if the arm bits turned out to be parts-former that you need to attach) like the way FP did with their not-bruticus expansion, that should be good enough for me.
Looks to me like the elbow/forearm is a different piece, I just don't see how it can be hidden on the figure as big as it is. I also notice that the forearms have wheels on them so it's likely the extra parts all form something as well. They also seem to split so you can hide the hands inside, that's good. Maybe they connect with the chest wings or something?
The more I look at him the shorter his legs look with that long torso.
The forearms looks like power supply generators you can find on construction site. Then hands fold in and you can attach these "little trolleys" to Bonecrusher and Scavenger in alt mode. Aggree with Nikodiablo, hope they will have smart use for robot mode as weapons (like FP Bruticus). My priority goes to 3rd party toys, so I would rather have a MT Devastator than the reissue (I just picked up a KO+Crazydavy add-on). BTW this MT version is huge too (Bruticus is quite a big guy on shelves...)
Here is a little scale testing : (base on TFC vs Hasbro picture)
Wow, I have to say im kinda digging the MAKETOYS version better because its more G1 accurate. I like the TF one but I find its just really blocky where as the MAKETOY seems to have all the little details present.
