They could make a Megatron, just not the original gun version. The States and some other countries have gun laws that prohibit the sale of realistic looking toy guns. If they did make one it would have to be flourescent green and orange for sale in the States or they could make a realistic one for the Japanese market but it would be very expencive to cover the loss of sales in the States and other countries.
