How do you get people to ship things from eBay France? Almost all the auctions say they do not offer international shipping. And does anyone know anything about the "Petites Annonces" or small ads?

Not sure how to get them to ship overseas - you could contact them and have to hope they speak english and are willing to ship to you.
Also, be careful with ebay France - alot of the time, even if they say they ship overseas, they don't take paypal (I don't think it is a requirement over there). I had a hell of a time paying for an item because the auction was set up as not accepting paypal, but the seller told me he would. Finally got it straightened out but was a PIA.
As for Pettites Annonces, that's basically local sales - like the classified ads on ebay.com - I don't think you will have any luck there, but you never know.

I bought a Goldorak Jumbo Machinder from a local ad on Ebay France. The seller accepted paypal (I believe his id was something like 'carriejoel') and shipped the item no problem. I used Babelfish.com to translate my questions into French. Just cut and paste their response into Babelfish and you can figure out what they are saying. Or as already mentioned, some sellers speak English and you can avoid a big hassle.
The only caution I can say when dealing with the local ads is that there is no means of feedback. The Goldorak was in ok condition but it was definitely not the same as the picture of the Goldorak that was advertised (it was taken on an outside table and looked mint). The Goldorak I received was in desperate need of repro stickers (Thank God for WillOhio). It seemed like a classic bait and switch but the price was still reasonable.
That leads me to my final word of caution. Don't get mixed up with the prices. The Euro is more expensive than the US dollar as is the shipping costs.

I have been using Google translate and a euro to dollar converter to figure prices. And If I save an auction to "my ebay" it gives you an approximate value.
