ass deep is better than neck deep. if youre issuing any kind of product, i hope you do have a legal adviser with experience in this market. not necessarily a full-time lawyer, but someone to review start to finish the copyrights and finding who holds those rights. i do know that japanese law is intentionally kept somewhat gray to avoid the complicated legal BS loopholes we see in the US.
i worked for a large japanese trading company for a long time and know how a lot of these companies like to play a one-sided game, if they play ball at all.
i dont think they have a closed door policy at all to license rights to someone to issue a figure or a specific character (unless its an exclusive), but to revive a series or specific type of toy that resembles already covered ground, i doubt theyd return any calls.
you can probably get quick info on how this works from other forums that specialize in more widely collected toys, like american superhero stuff and star wars toys. those are such big names that are held by huge companies, and when a new line comes out from a small maker (think comicon exclusive releases) there is a clear path from start to finish of acquiring the rights.
still, some of those giant names like star wars are bullet proof, and the rights holders have long ago created business divisions to license out the rights. japanese companies, because they are more in bed with each other than in a competitive climate, talk quietly amongst themselves.
as for original molds, bandai's got 'em, but they may not know where. mattel didnt even make the shogun warriors, they made the purchase, and later the specs, but still made by popy (except the one dubious european goldorak release of several -it may even be a bootleg). they wont let anyone have those molds, unless they somehow wind up at an auction of discontinued materials from a warehouse. if you keep your eye out for them, youll be really old before you can pinpoint where they are.

how did all the bootleg jumbos make it ? was it because they made slight changes, color name, decals ? can I make an exact copy of BF, and call him kick ass, and make him all white, so the guys can paint him ? Would that fly ? Well the best part is, I'm just giving direction, and the company is doing the leg work. Like I said before, the lead worker on this production, was the main man on the HE-Man toy line in the 80's, and well I think the best idea, is to start with what was never made"villains"
