They look like Bionicle toys. Not sure the exact lines, though.

That's what I thought as well.
And I didn't know Bionicle had more than one line;
I only thought they had just the robots from the movie.
I'm also thinking those are probably kit-bash parts
from other toys, put together for display at that fair.

The other one is probably Lego Hero Factory... It was the replacement for Bionicle.
