If he does, it will be under a new name as he no longer works for Konami. Hideo Kojima was fired by Konami and Konami owns all rights to games he worked on, including ZOE and MGS.

Additionally, Konami doesn't really want to work on console games anymore as they see it as high production cost with low returns. They are more focus on making gambling type machine, them pachingo gaming machine

there was actually a project for ZOE 3 and they showed alot of concept art for the game, read here under the game section

the thing is and from what i understand ZOE was all Kojima but ownership is between him and Konami, since they already started working on it and Konami isn't in this business any more they could sell their share to Kojima, to help fix their destroyed image and for the fans of the game, but something telling me they wont do that
