You could also take a round hobby file/rat tail file and sand down the inner half circle on each side of the boot that surrounds the peg. Then you could tighten the boot correctly and still have some room at the peg - just enough to surround it, but not so the boot is wobbly, you know?
You could also sand down the top protruding edge of the peg as well. I can't tell from the pictures but you have to figure out using the good half of the peg and the boot half from the same side if the pressure is vertical or horizontal on the peg or both. That would determine where to file.

Thanks, Ginrai...I am going to try that actually and try to "widen" the hole on the boot. This way, less pressure on the peg.

Possibly. You want to have a set that has files that are round enough (but the flat ones are really good for future projects as well). I usually see these in sets that are 12-20 pieces in a flexible bag.
I would check Harbor Freight and maybe Sears, and you could also check if Home Depot or lowes has a set bigger than six pieces. I say try to find the bigger set because it will contain the ones in the smaller set and then some.
Basically these are small hand tools or hobby/plastic model tools so tool places and hobby shops should carry them in the sections for files or precision tools, etc. If you don't have a really good quality set of micro screwdrivers this would be a good thing to pick up on your trip as well.

Thanks again, Ginrai. Well, I got antsy and impatient and attempted the re-assembly once more. This time, after another coat of cement around the attached peg and letting it dry for 5 hours, I decided to reattach the boot again...except, this time, I purposely did not tighten the screw for the boot very tightly and left it looser. So far so good! I even stood the Garbin up for several minutes and it held okay. Here's a couple pics I took. If the peg is going to separate again from the leg, I'll resort to the filing as suggested and try to widen the hole in the boot so that it has less pressure on the plastic when it is attached.

Checked on the toy today...stood it up again. No problems. I also put the Garbin back into the box...out again...no issues...Obviously, that leg will always be fragile going forward but looks like Garbin is fixed for now. Thanks again for the help.

Thanks for posting lots of pics Yumcha! Very cool to see a nice result come together. I'll also keep an eye out for you, for a left leg, in nicer blue, that maybe could be swapped in the future.
