Actually, yes.
most toy experts now believe he preceeds the Atomic Robo Man by at least half a decade. Though he doesn't have a copyright year, most believe he's from the early 1940s. One theory also claims that first two digits in Lilliput's patent number (13625) serve as a manufacturing date, refering to the 13th year of Emperor Hirohito's reign, which would be 1939.
However, to the best of my knowledge, this portion:
"Made pre-WW II JAPAN by "KT (?) / CK (Kuramochi Shoten)", circa 1939."
is unconfirmed. Last I heard, no year or manufacturer was factually determined.
