Preferably new but if its used I expect them to be in good condition complete. My budget is 15-20 dollars max for each.

The elephant would be too pricey ..... That will be the toughest, as it fetches about $45 now in a box.
You would be best to -sigh- go to garage sales?!? since they are new toys. That or shop on e-bay under used toy lots. I would try to bulk buy and search under "Power Rangers".
