no it's not a rumor, it's confirmed with the tamashi nation site , the SIC W come with part for extreme form , the prime breaker and the wind effect also expect other W Sic soon .
by the way do you recommend old Sic like the vol 12(Kuga growing ,ultimate , and normal form ) or kamen rider blade to someone who new to SIC or begin with newer release ?

it looks like he is based on the Decade figure i kind of want him but of all the figures i bought recently he is kind of my least favorite, i hope the blue is more chromish it might make him look better. i love the gun however
