Baffled.
Does it have a Bandai symbol on it? -That would be a stick figure of a kid?

The poles in his hands kinda bring thoughts of Zenda Gorilla from Zendaman, but he has no armor or skis. Plus, I think that most of the Zenda toys were made by Takatoku.
Bootleg?

That controller looks very similar to Marx Toys Great Garloo from the 60's.

:oYeah that's the one, a stick figure of a kid. This is not an actual picture of the symbol, but it is the same design. The one on the Gorilla is painted on. There's also one on the controller. You're right, he does look kind of like Zendo Gorilla, but I think it pre dates Zendaman by 10 years or more. I've seen the same remote used on other RC Bandai toys. Dating it, probably from around the mid sixties? Definitely similar to the Garloo remote, probably a popular remote style from the time. I was wondering if the Gorilla was actually a character. I'm thinking he's probably just a robot gorilla/forklift and not from any TV show or anything. There's only the Bandai symbol no additional copyright or anything.
