Don't think that's possible because in order for it to be a DLC, it has to have been already coded into the original game. All these downloadable add on, the content was already in existent within the original game. They wouldn't need to make a new game if they previously created the source code and contents of the 4 characters you mentioned.

There are going to be 10 new characters, various system changes (multiple Ultras for EACH character, balance tweaks, possibly a new game play mechanic), new stages, new music, new game play modes.
So yeah, I don't know why people whine about DLC... it's a significant amount of new information and buying it in disc form is SO much easier than downloading GIGs of files or multiple patches.

Destructoid posted a "how to shut up about SSF4" article that made a lot of sense. We should not be complaining now since we know so little about it and seriously, the release is so far away. We should keep in mind that whenever a company says "Spring" it could be anywhere from March all the way to July. And that's if they stick with whatever schedule they had (just look at Starcraft2, which I've been waiting for 13 months so far).

Don't forget, sometimes they brought in characters from other Capcom games (Cody and Guy were originally from the classic side-scrolling beat'em-up, Final Fight).
Oh... and to answer you're question, counting only the games with the "Street Fighter" name in the title, there have been 85 characters, according to Wikipedia. This is not counting guest characters who show up in "vs" cross-over games and other spin-offs).

Man !!! That's a lot of characters for one franchise No disrespect as I happen to be a Big fan of Genuine Hero of Street Fighter Ryo, I just only wanted to know how many. Thanx for answering.

But 22 of these 85 characters are exclusive to the EX series and owned by Arika (except for Bison II and Shin Bison). They're usually not considered "real" Street Fighter characters. Same goes for the two made for the movie game. But even with those off the list, there's still 63 characters left. Remove Evil Ryu and Shin Akuma, who are just variations of other characters, and Poison, who isn't playable (I wonder why they put her/him on that list), and we're down to 60. That's still a lot.

im currently playing street fighter 4 for the ps3, im looking forward to this game.
there are a lot of very good players online and i like it.

Those seem like pretty random extras. Not worth the extra $40 to me. They're even encouraging physical activity! Gasp! I don't do that!

For my part, I'm not too keen on this bundle. I searched hi and lo for SF4:CE because I'm an anime junkie and I've followed anything that expanded on the canon story-line of SF since... forever. So the short OVA was a must-have for me (no, I don't think it sucked as much as others seem to think). And the game soundtrack was pretty cool too. But... for SSF4... man, I could live without more game-memorabilia cluttering my house.

Just to keep everybody updated: Arstechnica (among others) reports in their Opposable Thumbs column that they got a preview build to look at, the price, and the date, finally. It'll be $40USD on April 27. Final count is 10 additional characters all unlocked but if you play the arcade mode you get to do the old destroy-car or destroy-barrels bonus stages. And the online mode has been overhauled, but they're withholding judgement until they get to see the actual on-line gaming in action.
