I've been wondering about this for a while now. Why are all of the E-Hobby exclusives double taped, as if they were opened and resealed? I have almost all of the first E-Hobby exclusives, like Ironhide/Ratchet and Thrust/Ramjet, and despite the fact that most of them all came from different sellers, they all appeared to have been opened and retaped shut. I was reminded of this because today I received the Sunstorm/Hauler set that I ordered last week, and both of these are the same way as my others. I know to most of you this is not a big deal, since you open them, but I am primarily a MISB collector, and this has always bugged me. So, why are they like that?

Hmmm, I didn't noticed that on mine. I have almost all of the e Hobby Exclusives. Let me check if I have double tape on my set.

I've been dealing in these toys for some time and I have found that it's not only the eHobby ones that come double taped. I've seen these on the G1 reissues as well. There are two possibilities that I can think of for the double taping.
The first possibility is that Takara could have left information or something out of the package or decided to put something in the package last minute so all the boxes would have to be opened and retaped. You'll notice that the tape on the very top matches that on the bottom (width of tape and the way that it is cut)
The second possibility is due to the toys being made in China. I think that when the toys are shipped into Japan, customs opens some or all of the boxes to check for drugs and other materials that could be smuggled then retapes them.
I have had toys brought in directly from japan sealed in cases and they have this double taped issue.
