 i've read this last night on Wikipedia the Series of Ultraman Zero Starts Today the 20th of May! Quoting Wikipedia "A new series for Ultraman Zero has been announced by the April issue of Televi Magazine. The series will include Ultraman Leo and Astra. It will also feature a villainous copy of Techtor Gear Zero known as Techtor Gear Black as the main antagonist. It will air on May 20, 2010 and will have a total of 26 episodes.[14] Another series currently titled Ultra Galaxy WARS , will be continuing the story of Ultra Galaxy Mega Monster Battle: Never Ending Odyssey and Mega Monster Battle: Ultra Galaxy Legend The Movie, where a war amongst monsters surrounding Reimon. Cool! Looks like they are bringing back Bemular/Bemler, to stay, after putting him in the recent movie.

If this series is actually out now, it's the best kept secret of the internet at the moment. Can't even find a Japanese site talking about it.
That particular scan's not really directly relevant to the series either. Bemular could be in it, but that's stuff made from the movie, and the kiddie magazines like that one tend to create scenes from unrelated images.
EDIT: Your bubble is most certainly burst. The rumored dates given for everything with the possible exception of the Belial Story DVDs are false. Ultraman Zero most certainly did not air two days ago and will not for some time.
