I wasn't aware of this release - I loved Hotel Dusk, although the live-action-mocapped follow up "Again" was astoundingly awful.
Are DSes region free? I can't remember if they are or not.

I agree that Again was a disappointment. I really think it didn't have to suck, that there was some real potential...but suck it did. This time we're back to Kyle Hyde and the old visual style though. Hopefully the localization team can manage to bottle the same lightning from Dusk. All DSs, DSlites, and DSis are region free. The only exception to this is games/content downloaded the DSi store, which is region locked. A DS from anywhere in the world can play a game card from anywhere in the world. IMO it's really worth it to go beyond our regions. There are a bunch of lovely games that for one reason or another never get worldwide distribution. Depending on genre, language is often less of an issue than one would imagine. Even though I'm essentially illiterate in Japanese, I've enjoyed my five JP imports as much (in some cases, more) than my NoA-released games. That said, games like this one or an RPG would be pretty lame if you couldn't read them.

A bit of clarification on DSs and regions: The DS and DSlite can play anything from anywhere. The DSi is a little more complicated that I first thought - Not only are the DSiWare games region locked, but DSi-Enhanced games are also region specific (but only when playing on a DSi).
But none of that region business has any impact on Last Window, because it isn't DSi enhanced. Yay!
Also, I beat it last night. To anyone who enjoyed Hotel Dusk: GET IT. The vibe is a little different, but it's still very very good. Localization is very solid, though there are a few instances of British English in spelling and phrasing -- this is unobtrusive. It's a worthy sequel, and that's saying a lot.
