Super Vegeta is different from that. Perfect Cell said to Trunks that Vegeta could of powered up to the Flawed SS2 form but stop himself. Super Vegeta is pretty much Vegeta's mastery of the SS1 form at that point. It's no where as powerful as Goku SS1 cause Goku and Gohan was on the brink of SS2 with Gohan achieving. Goku actually was able to hold his own against Perfect Cell, whereas Vegeta, even his so called Super Vegeta form was no match. Goku eventually gains SS2 and SS3 after training in the after life at King Kai's and Vegeta achieves it when he becomes Majin Vegeta.

S.H.Figuarts: Super Saiyan 3 Son Goku Now Official! [Sep 17] This time around, this is just a regular release. IMO, I think they should have done a battle damage version.
