yeah really interesting this thing... but why this? Any ideas?

Probably because when IGA were releasing Transformers in Mexico, they only had access to the Bluestreak mould, it's only later that they started releasing correct Smokescreens.

If you look at Mexican Prowl, it has Ratchet sirens, and Mexican Hoist has a Trailbreaker head. IGA obviously didnt have access to all the Hasbro/Takara moulds.

Plus they cut corners where possible to save on costs.
