Can anyone explain to me the difference between the Metal Composite and Metal Build figure lines?
As far as I can tell they both:
Have Diecast Are 1/100 scale
Is it one is U.C and the other isn't?

You pretty much got it, the Metal Composite line is part of GFF, Gundam Fix FIguration. So far, they have released Gundams from their Universal Century timeline. Being part of GFF means someway somehow Katoki Hajime is involved. You can say that each one of the MC are ver.KA. I don't know if Katoki is involve with the Metal Build. As such, the next Metal Build figure is the Exia with parts to convert it to the Repair III. So it would seem like the line is making Gundams that aren't from the UC timeline. But until I start seeing stuff from the Wing series or the G Gundam series, I am not totally convince that this line is specifically for non UC Gundams. Thanks supergetterv! I appreciate the info. I have always been an U.C. guy and really would love to get some "gokin" from that. Especially the GX-78-2 and Unicorn Gundam I do not really know anything about Exia.

When I first got the MB Double O Gundam 7 Sword, I knew next to nothing about it. I knew I wanted one only after seeing some of the reviews. What sparked my interest was that this is the first Gundam that has so much posability without pieces popping off. With most Gundams, the armor gets in the way. In comparison, one of my favorite Gundam is the Deathscythe Hell Custom, but after building the MG 1/100, I can appreciate the design of the double O and Exia a lot more. More efficient design without parts getting it the way. The plus is that I started watching the series after getting the figure ended up liking the Gundam Double 0 series.
