If the only marking is "Made in Japan" then it should be the 1st Mattel version.
The Popy version would have the "Popy" name and other character information on the back in Japanese.
That being said, the 1st Mattel Shogun version is basically the exact toy as the Popy figure. It even came with an additional feature (the star launcher) which the Popy one did not have so technically it could arguably be considered the "better" release of the two.

Got the molded wheels and no divet marks on the right arm? Most likely 1st Ed. Mattel. Got the little decal with Kanji at the bottom of the chest?

I didn't know the 1st edition MATTEL had the white instruction sticker one the axe thrower arm. Did it come with Axes? If it did and the are spikes balls on-top rather than smooth round.., then it very well could be a Popy.

If it has "Made in Japan" on the back then it is a Mattel.
Popy didn't put that on the toys they intended for sale in Japan.
And yes, some of the earliest Shogun Dragun figures had the "Getter" chest decal, the instruction decal on the left fist and came with the spiked axes as they were basically just a reissue of the Popy figure.
My Dragun had remnants of the chest and left fist decals on it when I received it and it is definitely the Mattel version.

Why did they leave off popy markings on this version any other mattel i seen had both. No idea. Dragun went through 4 different variations over the years it was sold here. The first wave of the Shoguns was full of anomalies. probably due to Mattel's basically paying Popy to make these things for them. But like I said, that early first edition Mattel Dragun was the ~only~ figure that Mattel sold that not only didn't have something taken away from it when compared to the original version but it actually had something added to it instead (the star launcher). Personally I think it is more desirable for that reason over the Popy one (however the Popy's box still is way cooler).

My original one as a kid had a star launcher with a strap. My present one has the clip. BUT it has the lower chest decal.

One of the funny difference between the Popy version and the later Mattel version is the size. I have a Popy Dragun and a fourth version Mattel and the Popy is actually smaller, just a bit but enough to be noticable.

Yep, the Popy and the 1st Mattel are about a half inch shorter than the other versions due to the fact that for the 2nd and later editions, Mattel swapped out the correct Getter Dragun feet on the figure with what look like ones made from the mold for Great Mazinga's feet instead. (which are a bit taller) Collection DX has a great picture comparing the two.

The one I had as a kid was just like it. "Made in Japan" stamped on it and nothing else.
