Neo Henshin Cy Protector Scam?

Hey - I have a gold NeoHenshin that I got awhile ago. He's doing ok, but he swears that his belt doesn't buckle up.

So I tried to give him a hand with it, and lo and behionld, it's like the little things that stick out which are supposed to snap into the hole in the belt have been sliced off or something or were malformed. I only just took that belt out of the box despite having had the henshin in my house for a few weeks already.

Is that normal, or did I get a bum belt? Or was this the doing of the Dokoro posse?

I got the one with the belt too, but I left it in the box, which is now in the attic, inside lots of other boxes. I can never find anything unless I go through them all, which is a palaver. I'll be doing it sooner or later, but not for a while.
