I know it's unlikely anyone knows at this point, but I find it interesting that this happened. I mean, the other trains are barely a part of the show yet ended up being detailed and produced. Did Popy just take liberties to fill in the detail gaps?

Well how often there was any communication between the toy manufacturers and the people making the show? I mean I've heard the claim that the former rarely told the latter what to do as long as their product was featured prominently, but that was in the cases of "toy first" productions, whereas Galaxy Express 999 was a manga first.
I'm guessing Popy just wanted to pad out the toyline.

Maybe the manga has more detailed drawings of them?

It is possible. They are featured prominently in at least one version of the OP but barely ever featured in the show. I mostly just remember 666 only being used to tow 999 at one point so they didn't even feature her cars, just the locomotive itself.
The combat car was only featured in like one episode as well.

I've seen about 12 models or so. So I'm assuming that is a no, not all designs were made....
