In building a 1/60 scale Gundam, do people tend to paint the interior "skeleton" - or just the armor/"skin" pieces?

I assume you are talking about Perfect Grade 1/60 and not the Big scale 1/60.
People that normally paint the armor would also paint the interior frame too, but if you can't decide on what to do, you can always just paint the outside armor first. When that is done you can then decide if you want to paint the interior frame or not.

I guess the part that gets me is painting the ball and socket joints - that seems like a mistake.

honestly.... don't paint the IS, just paint the outer armor
the paint getting into the joints can be an extreme pain and in some places may make it impossible to pose your model without breaking it
most of the PG kits have really amazing detail and don't really need detail tho...
i personally would just build the IS, panel line the outer armor, give the out armor a coat or two of Matte finish and you're all set

Hehe, thank you.
I used gold spray-paint for the gold detail, just go to Wal-Mart or some place and look for spray-paint that can be used on plastic. Also I used a Matte Finish spray on the entire outer armor after the panel lines were finished.
For the panel lines I used a Micron 005 black marker/pen. Make sure to really take your time with panel lines, they're very fun at first but because you're so excited to build the model you eventually tend to rush and may make mistakes. A damp cloth however will take care of any errors you may make in the process.
After you're done with that just give it a coat or two of matte finish. Lastly.. and I never tried this however..
Try getting some rubber gloves to wear when you're handling the pieces, the oil from your hands might get the pieces dirty or put a finger-print into the matte sprayed pieces.
